Carneades Consulting was founded by Balázs Rátai and Petra Bárd.

Managing director of Carneades Consulting. He has more than 10 yeas of experience in information technology law realted management consulting, research and education. Between 2000 and 2004 he was working at the National Communications Authorty and was responsible for electronic signature and information security matters.
He is a pre-doctor at Eötvös Loránd University, Faculty of Law Department of Legal Philosophy. Member of the Research Center for Information and Communications Technology Law and the editorial board of Infocommunications and Law journal. He is regularly teaching at various Hungarian universities. Founder and member of the Hungarian Electronic Signature Alliance. Since 2005 is participating in the IT3 ICT technology assessment and foresight project of the Hungarian National Council for Communications and Information Technology.

Working at the National Institute of Criminology (OKRI). She has more than 10 years of experience in constitutional and EU law research and education. She is a research associate at the CEU Center for Ethics and Law in Biomedicine (CELAB)  She has been participating in the EU FP6 and FP7 projects investigating the legal framework of biobanks. She is the Vice-Chairperson of the Hungarian Europe Society, lectures at the Central European University and the Ecole supérieure des sciences commerciales d'Angers (ESSCA). In her writings she primarily addresses European constitutionalism, human rights in the European Union, the rights of persons living with disabilities, and judicial and police cooperation in criminal matters. Petra Bárd is a CEU alumna; she received her LL.M. in international business law in 2001, and was awarded her S.J.D. in the field of comparative constitutional law in 2008.
